Dealing with the neighborhood tyrant?

I live in a wonderful neighborhood with very nice neighbors; except for one. She is racist and constantly calls the police on the people who live in the houses on either side of me. Nothing ever comes of it, but I have lived here for 3 years and never even had my friends over for a barbecue because I know she will call the police to complain about the "noise". Sunday she called them to my neighbor's house because the children were playing in their own backyard, running, having fun. I live MUCH closer to them than she does, and they were not making too much noise. The police left, shaking their heads. I call it harment....
