Is the govt. reaction to child labor correct?

since most child labor and abuse of women laborers is in India, and the Magistrate Ranbir Singh, when asked by CNN network, says education of these abused people will help. True the fundamental rights guarantees free education up to 14 years of age, but it will not help child and women abuse. PM Manmohan Singh chants that he wishes free education could be offered up to graduation level. This is wrong. Here, personally, my wife has no income doents shown to me by Dr. Saxena of IIA for Research in Photonics and related fields. Finally, being a doctor, I repeat with other doctors who promoted the "Single Child per Family norm", that this is the first rule in preventing human rights abuse. Now, with higher officials going astray (as mentioned above), I again repeat that education, or free apprentice labor does not in any way help prevent abuse of women.
