Serious potty training problem!?
your sister could try popping her on the potty whilst playing her favourite game - we did this with our son, he was quite happy to sit on the potty for hours, doing jigsaws, playing snap and things like that - or even reading a story - perhaps sit her on the potty the same times as her little sister?
